1. Pengertian Usaha Bela Negara :

Sikap & Prilaku warga negara yang menjiwai oleh kecontaan kepada Negara Kesatuan Republik Indonesia yang berdasarkan UUD 1945 dalam menjamin kelangsungan hidup bangsa & negara

2. Pengertian Negara :

Beberapa pengertian Negara sebagai berikut :

• Prof.Dr.J.H.A. Logeman : De Staat is een Gezags organizatie( Negara ialah suatu organisasi kekuasaan/kewibawaan )
• Prof R.Djoyokosoeto,SH : Negara ialah suatu organisasi manusia/kumpulan manusia-manusia yang berbeda dibawah suatu pemerintahan yang sama.
• Dr. Wiryono Projodikoro,SH : Negara adalah suatu organisasi di atas sekelompok manusia yang bersama-sama mendiami suatu wilayah (terotori) tertentu, dengan mengakui adanya suatu pemerintahan yang mengurus tata tertib & keselamatan kelompok/beberapa kelompok manusia tadi.
• G.Pringogodigdo,SH : Negara ialah suatu organisasi kekuasaan/organisasi kewibawaan yang harus memenuhi unsur-unsur tertentu, yaitu harus ada : pemerintahan yang berdaulat, wilayah tertentu sehingga merupakan suatu nation (Bangsa)

3. Unsur- Unsur Negara :

Menurut Konversi Montevidio tahun 1933 yang diselengarakan oleh negara-negara Pra-Amerika di Kota Montevidio , bahwa suatu negara harus mempunyai unsur-unsur :

          a. penduduk yang tetap

          b. wilayah tertentu

          c. pemerintagan

          d. kemampuan mengadakan hubungan dengan negara lain

Sedangkan Oppenhim-Lauterpacht berpandangan, bahwa unsur-unsur pembentuk(konstitutif) negara adalah :         a. harus ada rakyat

          b. harus ada daerah

          c. pemerintah yang berdaulat

Dalam kaitannya dengan konsep upaya bela negara, keempat unsur negara memiliki keterkaitan & kedudukan yang sangat penting yaitu :

a. Unsur Penduduk(dalam arti warga negara ) merupakan unsur penting penyelengaraan ketahanan & keamanan warga.

b. Unsur Pemerintah 

c. Unsur Wilayah merupakan wadah, alat, & kondisi juang bagi berlangsungnya penyelengaraan upaya bela negara.

d. Kemampuan mengadakan hubungan dengan negara lain(pengakuan negara lain)
